Risk Yönetimi Hakkında

Risk yönetimi sistemlerine ihtiyaç her geçen gün artmaktadır. İşletmelerin büyüklükleri risk yönetimi sistemlerine duyulan ihtiyacın seviyesini etkilemektedir. Fakat işletme ölçeğinden bağımsız olarak da işletme üst yönetimlerinin ihtiyaç duyduğu temel alanlar ile risk yönetimi uygulamaları paralellik göstermektedir.

Özellikle pandemi sürecinde iş sürekliliklerinin kesintiye uğraması, turizm ve ulaşım gibi hizmet odaklı sektörlerde yaşanan hacim-ciro kayıpları ve Türkiye ekonomisinin geleneksel problem alanları son dönemde risk yönetimini daha fazla öne çıkarmıştır.

Proje Ekibi

İstanbul Ticaret Odası tarafından desteklenen Sektörel Risk Envanterleri ve Risk İndeksi Oluşturulması Projesi Prof. Dr. Davut Pehlivanlı yönetiminde 2021 Ocak ayında başlamıştır. Proje konusu alanda uzun yıllardır çalışan Pehlivanlı’nın bu konuda uzmanlaşmış bir teknoloji şirketi (GRC Management) bulunmaktadır. Pehlivanlı’nın aynı zamanda benzer alanlarda süreçleri devam eden 2 adet patent başvurusu bulunmaktadır.

Proje yürütücüsü Prof. Dr. Davut Pehlivanlı’nın yanısıra projeye İstanbul Ticaret Üniversitesi’nden Prof. Dr. Elçin AYKAÇ ALP destek vermektedir. Proje ilk etapta 18 ay olarak planlanmıştır.

Hedefler

Proje genel hedefleri aşağıdaki gibidir;

1. İstanbul ölçeğinde 10 sektör özelinde risk envanterlerinin hazırlanması

10 Sektörden seçilecek şirketlerin katılımı ile çalıştay ortamında risk envanterleri hazırlanacaktır.

2. Risk İndeksi Oluşturulması

Risk İndeksi geliştirilecek; Sektörel Risk İndeksi ve işletme seviyesinde Risk İndeksi oluşturulacaktır. İşletmeler Risk Skorunu görebilecektir.

3. Risk raporlarının yayınlanması

Risk anketlerinin 3’er aylık periyotlarla uygulanması ile birlikte İstanbul Sektörel Risk Raporu yayınlanacaktır.

Çıktılar

Proje çıktıları aşağıdaki gibi planlanmıştır;

2. 3 er aylık Risk Raporları ve yayınlanması
3. Sektörel ve işletmeler özelinde risk indeksleri

• Risk Yönetimi Sistem Tasarımı Beyin Fırtınası, 16 Mart 2021.

• Sektörel Risk Çalıştayları (11 sektör, 11 oturum)
• Risk İndeks Anket veri toplama dönemi başlangıcı
• Sektörel Risk Envanteri veri toplama dönemi başlangıcı

Sectoral Risk Index Project carried out in cooperation with the Istanbul Chamber of Commerce and GRC Management. The aim of the project is to determine the future risks for the institutions, organizations, and other legal or real persons affiliated with the Istanbul Chamber of Commerce and to determine their position against these risks in a cumulative manner with the sectoral distinctions. Those risks presented with the title of “Risk Index” to those concerned. Sectoral Risk Index; Identifying the risks that the relevant sectors may be exposed to at sectoral and national scale and is an indicator of how these risks may affect the sectors in terms of both impact and probability if they occur in the future. When it comes to Risk or Risk Index, the first risks that come to mind are financial risks with obvious visibility, noticeability and measurability.The Sectoral Risk Index Project includes non-financial risks as well as financial risks and in this context, it is both a qualitative and a quantitative study.

The project started in January, 2021, and Sectoral Risk Inventories are at the stage of preparation. In the preparation of the Sectoral Inventories, besides Istanbul Chamber of Commerce and GRC Management teams, reasonable support is received from the committee members affiliated to the Istanbul Chamber of Commerce, Istanbul University Risk and Audit Research Center and teams from Istanbul Commerce University. Within the scope of the project, the Risk Reports to be published for the first time in July are going to be related with ten different sectors, and a total number of Risk Reports is going to be six.

Altough he first focus of the Sectoral Risk Index Project is institutions, organizations, and other legal or real persons affiliated to the Istanbul Chamber of Commerce, developments and risks related with Istanbul Chamber Of Trade are followed closely by Turkey then by World and affect both, hence we can conclude that  the Project scope is global. The main goal of the project is to define and evaluate the key risks of the sectors within the Istanbul Chamber of Commerce, as well as to guide the relevant managers in the formulation and updating of their corporate strategies.
